The BB shell is a sump that fills with water that sneaks past your seatpost. If you ride in the cold or wet, make sure you have a weephole (drain) there. If you have a screwed on cable guide, as you do, remove the bolt from time to time and let any water there drain.

BTW- it wasn't a problem but often is, so it's good practice to remove or at least back off the cable guide bolt when removing or installing any cartridge BB unit.
