The difference between 700c and 27" is pretty small (you need 4mm more clearance), so you're not limited to frames that were specifically designed for the latter. Many frames from the seventies and early eighties will happily accept 27". Your main limiting factor will probably be tire size. I have swapped 700c for 27" on Belgian and Dutch bikes with fenders, because I found the gaps a little too large for my taste ...
