According to bikecalculator.com, to go 27.5mph, for a 130 pound rider, on the drops, you need approximately 390 watts on flat road at sea level, obviously there's some room for error, but that's approximately 6.5watts/kg. That's massive amounts of power for a rider of that weight. I know that weight isn't a big factor on flat road, but if he is able to sustain that speed for long periods of time then that's pretty impressive especially for a small dude.
