For basically the same issue on my Surly Ogre I used one of these:
Thorn Accessory Bar T Shaped 105 mm Extension - £16.99

The below photos show a Titec J-bar which is a sold under licence Jones bar.
I've since replaced it with a full loop Jones H-bar with no issues.

Now if like the last person I told this trick too, you've cut your steerer short, a possible mod to help "might" be a Rixon and Kaul extender which are better than the Ortlieb but still compatible with Ortleib Ultimate bag.

I bought the above for a different bike and I think got them from Practicle Cycles whom I think have an ebay shop.

One more option, I think worth mentioning is a small flat rack.
You can get front bags that fit e.g.. Gilles Berthoud and attach directly to the rack.

I bought for this possibility a Velo Orange Pass Hunter flat rack which is stainless steel to compliment my Tubus Nova low riders:

I suspect the Pass Hunter may not get you the result your looking for unless you've plenty of room between your bars and top rack height but thats what rulers are for.

Be aware that SJS cycles has different lengths and angles with regards the first adapter I linked to.
