I would suspect that is minor paint damage from the matching pump which appears to be the only OEM thing missing, being taken on and off the bike. You see this on a lot of bikes with small frames and pump mounts.
As for value I would say around $450-500 nicely cleaned up and serviced I would likely sell it with the wheelset that has the Superbe hubs to keep the set intact and sell the other wheels seperatley you won't much of anything out of extra parts on the sale.
