No sitting up will slow you down, but you have to decide how you want to ride. Fenders are to keep the rain and slush that gets thrown up by your wheels off of you. So go to your LBS and tell them you want the raciest, drop bar road bike type that will accept racks and/or fenders. That is a specific frame modification. See what they offer.
