Front forks pass the ruler test on my computer screen. Seem pretty straight. It's white. So, easy color for touch up paint. I'd take a Dremel tool with a wire brush and grind that mess off. Or even better, a 4" high speed grinder w/wire brush. After you clean it down to bare metal prime & coat with some white model airplane paint. Good as new! All cleaned up That bike would go pretty fast in the Atlanta area for around $300. If you're patient it could go for $400. I would emphasize Columbus tubing in your ad.
