You can run wider tires on narrow rims. I used to run 1.9-2.35" mountain bike tires on 17/20mm rims (inner/outer widths), typically at 18-25 psi, mtb races, no problems.

The tire will fold over at lower speeds at lower pressures, although I have no idea what the numbers would be for your set up. You lose some of that cushion advantage you get with the wider rim. Still, though, the 25mm tire is still wider than the 23mm, should be softer.
