This happens all the time in SA, it seems. Except I think I've noticed a subtler switch from bike lane to middle of traffic. It's a bit unnerving, I suppose, and it seems to happen in the middle of various streets. And I'm not entirely sure that my fellow San Antonians (?) are reading those friendly reminders to share the road. It seems as if we are friendly in Texas so long as you're not in the way (or vegetarian).
