I've had this discussion with officers before. Our code is kind of gray on what constitutes the "roadway". Some interpret it as the area between the fog lines, others consider it the paved surface, a few even include maintained gravel shoulders. Most agree that as long as you don't impede traffic unnecessarily and aren't doing anything blatantly dangerous, they're OK with it.
