Now that the threads are merged, I think it is a very early Model B, 1947-1951. The braze ons are not typical, but those could have been added in the last 60-70 years.

But the headbadge measurements would be helpful. Also, scrap off the red paint from the seatpost collar clamp, it may say Cinelli on it.
