This accident obviously wasn't the cyclist's fault, but some situational awareness of the danger of the changing lanes and they like could have predicted the danger and avoided it.
Exactly. It's a very dangerous situation, and oine has to really take every precaution in such a spot, to absolutely minimize the dangers. The bail-out plan, too, is always a good idea, no matter where you happen to be.
One thing I'm wondering, from seeing the video: That the cyclist signaled that he was bearing right, in a situation where it really wasn't necessary to do so; I'm wondering if he knew something was coming up behind him; or if he is just a very conscientious person? [Although, I'd think if he were so conscientious, he'd look, or at least have a mirror....]
