Love the seat angle.
Pads on the rear brakes?
Perhaps definition of tuned up...

"Hey, Joe. This wheel fits this frame!!!!"

And the clearance between the front wheel and down tube looks pretty minimal. I can't say the fork is bent for sure, because I have been wrong before, but I'm guessing it could be.
