Your complaint against PayPal's policy is legitimate, but as a seller, I've NEVER had a customer cheat me like this. I'm a "Power Seller" on e-Bay, and have almost perfect feedback. In every case where a customer has had a complaint, the customer has contacted me directly and we've worked out a mutually-satisfactory solution.
In theory, a customer
could use PayPal to cheat me, but I'd just put that seller on my "banned bidders" list for the future. "Cheat me once, shame on you. Cheat me twice, shame on me!" No single auction would break me, so I choose to trust my bidders and allow them to pay via PayPal.
