I have seen nothing in all the postings on this subject that is definitive on the positon/target fixation. Also people will bring up the strobe effect and seizures, but again I have only seen speculation, not a single proven case when a blink bike light caused a seizure.
I don't think they do cause seizures, as far as I've ever seen, those that are affected have them triggered at a faster rate than bike lights generate. 2-4 flashes per second isn't going to do it.
