I just pulled the fork from the head tube. It looks like it is missing 2 or 3 bearings at the top race in addition to hardly any grease. I expect to see similar conditions in the bottom bracket.

Whoever repainted it did the steerer tube as well. There may be a bit of teal in some of the light spots, but it could also be thin blue spray over white. This weekend I will sand the steerer down and see what I can find under the top coat.

You've convinced me that it is likely a Gran Sport from 73 - 75. I wish I knew which components were original, but the first and second owners sold them off a while ago.
