Do you really mean that the stretch was more than 1%? (People often get "<" and ">" mixed up. ) If so, that's really pushing it, and should be avoided in the future.

If the 19T cog doesn't skip on level ground, I would just keep running everything together -- as the chain elongates a little with use, it'll match the condition of the 19T and will skip less badly.
