Need help with 02 C DALE Jekyll 600

I just purchased a 2002 Cannondale Jekyll 600 MTB from a friend of mine who bought it brand new and never rode it. Been sitting in his basement for 13 years still perfect. 3 years ago he did some maintenance but never touched the Fox Float RC shock or the Super Fatty Head Shok. I filled the rear shock to 140 lb psi. It seemed to hold pressure but when I sat on it in lock out mode it would slowly move and I hear a hissing sound. I see there is a rebuild kit for $15 online. What should I do and does the head shock need attention as well? Trying to do the best for the least $$$
