WTB: Small (52cm TT) frame or bike, of sport-touring or vintage racer variety

Getting the vintage bug again, and have been gathering some interesting spare parts. I'd like to build a road bike to make my 44 mile one-way commute more enjoyable. I've been riding it on my modern CX bike, but it's not great on the windy descents and I really miss the feeling of a steel road bike.

Requirements:

- Steel
- Top tube no longer than 52.5cm


Preferences:

- Columbus SL or thereabouts
- No repaints
- Tire clearance, the more the better

Budget:

- $400ish if it's a very nice frame. Less if it's not. I don't expect anything cosmetically pristine in that price range btw.
