At your budget? Look at the proprietary mount trunk bags(Topeak is super popular, I recommend them). Buy the rack. Then budgie your existing backpack to the rack, and buy the trunk bag later. Or zip tie a milk crate to the rack and dump the backpack there.

Alternatively you could get a front basket to dump your backpack in, which would fit your budget.
