Who cares? As long as he doesn't have a badge or sidearm, or wear black robes in court, he's free to inform anybody of whatever he wants (and he will), but do you expect that anyone would listen?
One of these days someone is gonna clock him and that might end up worse than when he got into a collision with a cyclist. Just trying to help the guy out.
