Depends...when my employer took down the roof covering our bike rack, I started parking across the street at the local university which has converted butt hutt with a bike rack inside. Keeps my bike out of the weather, albeit it's where all the cats like to piss. I am not affiliated with the university in any way, and I am prepared to comply with any campus cops who get butt hurt that I am using their property.

You can try the nursing home, but don't be a weener if you are asked to not use it in the future.

For future reference, this forum will accomplish nothing for you should someone start messing with your bicycle again. Move it or confront the person messing with you. This is why you should never be a dick to your coworkers.
