Could be. It appears to be in decent shape. Strangely - no pedals attached - ask about that? At $125 - if everything works well and the tires are good - not bad. I would try to buy it for $100 - no harm in asking. Most importantly - it needs to fit - need to ride it. Also, you might have a preference for either drop or cruiser handlebars for a city bike. I’d make sure you like the drop bars on this bike. That is something you could change, but it appears you’re not really interested in making changes like that. If you don’t like the handlebars - I’d wait for something else.
