yes, nominally. with low level fittings it is not unusual to find a difference between nominal and actual. when fitting new cups into the head tube it is preferable to press them in rather than bang them in. if that one race is a bit loose you can shim it with a bit of aluminum beverage can material. if you run into a case where the fork crown race is very slightly loose you can make some dimples in the face of the seat all the the way round with a pointed punch. this will effectively increase its o.d. slightly. a scrap piece of metal pipe with an i.d. in the vicinity of 28mm makes a good installation tool for the fork crown race.
