Interesting scenario, but in the past when I did auctions, about 10% of the buyers were deadbeats that did not pay. Realize sellers cannot leave negative feedback, and these deadbeats will make up all kinds of stories on why their bid was a mistake. I even had one leave me positive feedback, before I even shipped the item, and then put in a claim with Paypal, all within about ten minutes time.

I have cured most of this nonsense by going with buy it now, immediate payment required auctions.

But in the handful of times I gave bidders second chance offers, ALL were due to high bidders not paying.

As far as low feedback bidders, about half of my stuff sells to people with less than ten feedbacks, I used to block low feedback bidders, but it was eliminating legitimate, but new buyers.

Want to avoid most of the issues that buyers have on eBay? Buy from a long term seller, with pristine feedback and top rated status. Such sellers won't risk losing access to eBay by breaking rules.
