Need more info from you about what your riding purpose is? Do you race, or is your riding fully recreational? If you race, what type of racing? Will you be riding in very hilly terrain? Just you, or will you be carrying extra gear? Do you have any strong preferences for types of saddles? Types of gearing? What do you weigh (a Clyde will need very different wheels from someone who weighs 150 lbs. or less)? Absent this information, all I can say is, out of that budget, I'd spend at least $1000, maybe as much as $1500 on the wheels.
