Well, the one detail that sets it apart is that it looks to have a braze-on mount for the gear pulley. If so, it might be a Lenton Tourist. I have one of those, and lugs are much more plain than on my Lenton Sports. Front fork eyelets also match the eBay Raleigh:

There was the standard Sports Roadster, with upright handlebars and steel mudguards, and the Sports with drop bars and celluloid mudguards. That model might have had the brazed-on pulley mount.
