Rebuilding front hub in 1949 Dunelt

I am replacing the ball bearings in the front hub of a 1949 Dunelt. When I opened the hub, 10 ball bearings popped out from each side. Has anyone had experience replacing theses? Should I add grease when I pack in the new bearings? Is there a special way to place the bearings?

My first attempt I believe failed because when I connected the fork to the hub, and tightened the bolts firmly, the wheel grinds to a halt upon free spin, but spins freely when I loosen the bolts holding it to the fork.
