Definitely not a Peugeot or a Moto either for too many reasons.
It's a kluged together frankenbiken and I wouldn't put much money into except for the necessities to get it running smooth and safe.
It could be a nice riding bike, you can't judge a book by it's cover.

Well maybe....but this was a high end frame at one time. Forged dropouts, light weight, there is signs of workmanship here......headset, seat, cranks indicate a higher end bike to me.
