Some Walmart BMXers and cruisers do have 3/32" rings. Seems like most of the kids bikes do (18" or smaller wheel).

Cheapest aftermarket one I know of is at Niagara, has the opposite problem that the kids bikes do, it's a little big while kids bike rings are kinda small.
