Looks like a great trip. Google maps shows it to be relatively flat.

This is just me personal opinion, but I think maps and phone will do fine. The money you would spend for decent GPS could be better spent on other gear. This seems to me to be a pretty straightforward route.

Yes for sure compare shipping costs VS flying with the bike. Almost certain shipping will be less money, and less trouble.

Weather you use front AND rear panniers depends upon the load you carry. You can almost certainly get by just with rear panniers, as long as you keep the load reasonable.
