The seller can't be bothered to figure out how to measure the frame size, doesn't give any info about the frame, doesn't explain the unusual mix of 70's and 00's era parts, apparently doesn't understand that quill stems have a minimum insertion, and it looks like this bike currently has V-brakes pulled by standard road levers (and I don't see a travel agent adaptor that would allow such a combination to function) - definitely a few red flags. So I would advise against considering this bike at any price, unless you're confident in your ability to assess the bike's mechanical virtues and values in person.
