I was working on a suspension fork the other day and could not get it to budge. All my weight and force pushing down on the bars did nothing at all. It was not until I sat on the bike and pushed forward a few times while holding the front brakes that they started to move. Something about that combination of weight and forward pressure with the brake locked was the ticket. I rocked back and forth a few times and once they moved an inch, they started to free up easily. I would put them back on and have at it.
