I am getting more and more frustrated with how many drivers don't put their headlights on before sunrise. I estimated that at 6:30am this morning a good 20% of cars did not have headlights on. Sunrise is at 6:53am, at 6:30 it is very dim. It makes it so hard to see them, especially since it is overcast and greyish. Even after sunrise it would be nice if they kept em on. Legally in AZ you need them on before sunrise and after sunset:
"28-922. Lighted lamps required
At any time from sunset to sunrise and at any other time when there is not sufficient light to render clearly discernible persons and vehicles on the highway at a distance of five hundred feet ahead, a vehicle on a highway in this state shall display lighted lamps and illuminating devices as required by this article for different classes of vehicles, subject to exceptions for parked vehicles as provided in this article. "
