Not sure what that means exactly. If you mean that it is the entry level line the store sells, it is unacceptable for them to sell it to you, and then turn around and damage it, and say it is because it is a crap bike!!! If you bought it elsewhere, and brought it there for a new handlebar, well in poor taste.

Assuming the later ...

I sometimes hear LBS's denigrate people with department store bikes. Sure department store bikes are crap, but I sometimes wonder why they need to rub that in, or loudly tell the customer: "those bikes are junk, we won't touch them, go back to Walmart if you want it repaired, but do yourself a favour and throw it away and get a proper bike at a bike store."

I have to wonder if it is more about sour grapes over loosing so much business to the department stores, with lower prices - and those bikes that "LOOK" just as nice. Mechanics are more than happy to work on a crappy car, hell work is work and more business for them, why are bike mechanics different? I have department store and LBS bikes in the family (growing kid gets $120 Walmart bikes), and the quality difference is big ... But do the LBS's really need to exaggerate the fact, and put those down who did not buy at a bike store? ... In fact the ones that put down my daughters bike and showed me the door when I was looking for parts, is where I don't buy my LBS bikes. The ones that ordered me a standard Shimano part that I fit on the Walmart bike just fine, are on my good list for expensive bike purchases
