You must live in a nice place. In Oregon, if the victim isn't well off or well connected, the court won't trouble itself with punishing the killer. Two years ago, a local businessman got drunk at a strip bar and spread a homeless man out over a hundred meters of roadway. The killer then drove off and promptly fell asleep after parking on the freeway on ramp (where the cops found him). He was sentenced to a few weeks in county jail, which is usually served by showing up for work detail a handful of times.
Sadly, that's fairly typical here. If the killer isn't drunk, then there will only be a citation issued at most. This was demonstrated in a recent episode where a motorist who was speeding ran a red light and killed three children while putting their mother in the hospital. He was cited for careless driving but not prosecuted for any crime.
I could go on, but I think you get the point. Pedestrians and cyclists can be killed without consequence in many places. I'm pleased that this doesn't seem to be the case in your neck of the woods.
