Is this a commute, or a "fun ride"?

I rarely go to Costco, so I don't know their selection, but PLEASE DON'T BUY A DEPARTMENT STORE "ROAD BIKE".

Get your Huffy on the road. Try it out for a bit, then start looking around.

Unless you are really strong, undoubtedly you'll get buzzed by a few road bikes. In the 2½ seconds before they vanish over the horizon, try to get a good look at them.

The very bottom of the list of "Road Bikes" would be the GMC Denali (which may be at Costco) for $100 to $200 NEW. But it is CHEAP in all senses of the word.

If you hunt on Craigslist, in a major Metro area, you should be able to snag a pretty decent road bike for $250 to $500.
