I would have stopped nearby, but not too close. Then, after the officer finished up with the driver I would have approached the officer, and expressed my concerns of being tailgated by the motorist. Thereby finding out if that was the reason he/she pulled her over.
Better to have gone right over to the officer who had the driver pulled over and asked to file charges against this driver. If he pulled her over for another reason, you could have added yours to the list. If he pulled her over for what she did to you, then you could have given him your statement as well to add to it should she show up in court and contest it.
