I would think the Cat 4,5 racer would get local support as they don't race nationally. The Cat 3 racer that races Nationally gets regional support. If the sport is too expensive they can easily make it less expensive. Cat 4, 5 - only mass start bikes allowed - no TT bikes. Only medal rims (this is done in some places).
I'm not talking about subsidies. I'm talking about training clinics, mentoring programs, technology for officials, a meaningful rating and ranking system. Things that help all racers not just the chosen few. There is so much need for improvement but the majority of the money doesn't go there.
