I would be comfortable doing this in Chicago (where I grew up) where it's just as bad or worse of a battle zone. There's a non threatening way to do it and you don't move fast and stay where they see you. Kinda common sense.

I agree, especially if you think the cop pulled her over for following you too close.
Just keep your distance until he either acknowledges you or finishes writing her up...
