I've never owned a bike w/o them but imagine I'd get quite a stream of water kicked up on to me by the front and back tires.
I'll commute if it's sprinkling or threatening, and often get away with it. But, a few times I have been caught in downpours, and they are no fun but survivable. So, would I take off in a downpour? No. Not from home. But I would to get home and have.
