The article mentions the Linus as a suitable substitute. I feel I covered that in my discussion of Urban Bikes. I have looked at the Linus and it is so similar to the Bikes Direct Windsor Kensington that I suspect it may come from the same factory with different labels (however, I have not had to opportunity to do a full side by side comparison of the two).
Exchange rates are really good right now so Dutch and similar bikes are more affordable than they've been in years. A Workcycles Opa 3-speed is about $780 so I'd guess an 8-speed with a front roller brake would be about $900 and a N360 maybe $950. Add $200 for shipping & duties and that's a lot more bike for the money (IMO).

I've ridden the Novara and for me there is no comparison as far as ride quality. The Workcycles is much smoother and comfortable to ride. The Gotham is also more of a lean forward rather than an upright. Two years ago when an Opa would have been nearly $2000 then the Novara might have been a better option, but not with current exchange rates. The Workcycles has a much sturdier rack, front hub dynamo w/ dyno front & rear lights, full chaincase, rear wheel lock, etc.

He may also be able to find one used.

I thought you had some good recommendations but from the OP's description a city bike might be a better option.
