The Specialized bike in question isn't worth $250 in the condition that it's in. Is the handlebar stem missing as well? Are there signs that the bike was crashed? Maybe the Seller removed the bent part to conceal the fact that the bike was in a wreck. A 2007 is getting close to 9 model years old. In complete, good, running condition ,the bike will not be worth more $350-$400.

Handlebars are going to cost you $50-$75 at a minimum. Is the handlebar stem missing as well? There goes another $50-$75. A set of 105 brifters goes for what $150-$200?

So you may be out another $300 for major parts (handlebars, stem and STI shifters) to get the bike rideable. If the bike will be in perfect condition after installing the new parts, and may be worth $400 after the parts are replaced, and the parts are going to cost close to $300, the bike is not worth more than $100 as it is now, or what you think you could sell the remaining parts for.
