I wouldn't imagine 700 tires are scarce in Canada...but to each their own. 26ers will be fine. I am tall so a taller wheel is pretty much always preferred.

You mention Shimano for possible components- they make a full line from cheap to excellent components. It will depend heavily on what level components you want to build with.
