In all the photos I could find, this battery pack has only the two red and black leads showing. Did you cut the battery apart, and are you measuring individual cells? The nominal voltage of a lithium ion battery cell is about 1.2 volts, so a 48v battery would be comprised of roughly 40 cells in series. Often lithium ion batteries are produced in subgroups of 3 cells as a single module, so the 48v battery might be 13 units of triple cells wired in series. (39 cells total).
In any case, you have to figure out the wiring so all the cells are in series to get the end to end voltage to 48v
