Healthie, I sure hope I'm wrong, but a nice frame for $140 off Craigslist just screams stolen and stripped bike being sold off in parts.

That's the fate of most stolen bikes, sadly, and equally sadly, any time a deal like that is on eBay or Craigslist the origin has to be suspect.
