One of the problems I see on older Raleighs is the use of cloth rim tape and it's holding moisture allowing rust to develop. I always replace the cloth tape with basic rubber strips of about 12mm wide.
But I often need to file/grind down the spokes ends that extend above the nipples. Raleighs are well known for their poor wheels and too long spokes. Andy.
