Chain hangers are a race innovation. In the event that you need to do a wheel change in the middle of the race, you can throw the chain up on the hanger and it will leave the chain in position with a nice wide gap for you to quickly remove and install your rear wheel.

Of course they're kinda nice for mere mortals as well.
