Actually,that's for sticking in the caliper when the wheel's removed to prevent the pistons from popping out if you accidentally hit the lever. Most bikes with hydros come with this,but not all shops make the effort to include everything that comes out of the box. We do where I work;everything goes in a baggie ziptied to the seat.
