Historically, all roads bikes were fix gear before the first velodromes was ever built. First woman US national Champion won the road race on a fix gear. (I met her and saw her bike at a trade show in Seattle a few years ago.)

And yeah, when I started racing in '76, the club vets told me to take my 2nd bike and set it up fixed. Common practice then.
